Content Server Will Not Start as a Service: Looking for intradoc.cfg in C:\windows\system32 (Doc ID 731734.1)

Symptoms

Content Server will not start as a service, although it does start as an application.  When trying to start the Content Server as a service, the server output shows:

Unable to log message: !csUnableToLoadProps,
C:/WINDOWS/system32/intradoc.cfg (C:\WINDOWS\system32\intradoc.cfg (The system
cannot find the file specified))-exception stack
java.io.FileNotFoundException: C:\WINDOWS\system32\intradoc.cfg (The system
cannot find the file specified)
