Unable To Invoke an ESB Partner Link In a BPEL Service - No Operation is Available

This problem can occur on any platform.
-- Problem Statement:
In a BPEL project there is no available Operation in an Invoke activity that points to a registered ESB service via a Partner Link.
-- Steps To Reproduce:
- Register an ESB service with a database adapter
- Create a BPEL project in JDeveloper with a Partner Link to the registered ESB service
- In JDeveloper connect an Invoke Process Activity to the ESB Partner Link. There will be no Operation choices available in the drop down of the Invoke
The problem happens when 10.1.3.3.1 MLR#11 (<patch 7045038>) or MLR#12 (<patch 7167518>) are applied to the system.
