Symptoms

-- Problem Statement:
You are able to enqueue, encrypt and transmit message to partner, but when message is received by the partner they are unable to decrypt the message.
After investigation, the Key Name is referenced incorrectly, and it works correctly if you change the key name manually using the full DN and partner is able to process
the message.

-- Steps To Reproduce:
Send encrypted message to the partner using ebMS 2.0, partner will be unable to decrypt the message generating error AIP-50079

-- Business Impact:
Customer cannot exchange messages with partners
