BPA Business Publisher, unable to change the password of the user "root" (Doc ID 732809.1)

Symptoms

On BPA 10.1.3.3:
Find that on Business Publisher is not possible to change the password of the user "root" because the submit button is missing.

The issue can be reproduced at will with the following steps:
1. Go to http://localhost:8080/businesspublisher.
2. Log in as a system administrator (User: root; Password: root).
3. The Web export administration opens.
4. Click on Change password
5. Type the old and the new password
You will see that there is no button to submit the new password, only a cancel button.
