Symptoms

The database schema for Content Server is not being updated.  When a user attempts to publish the database schema, the error below will appear in the content server logs:

The target file cannot be accessed. Unable to rename the file '/weblayout/resources/schema.work/base.js' to '//weblayout/resources/schema/base.js'.
