IIS:Logging into UCM Causes "Idcplg download" Prompt Rather than the Login Prompt (Doc ID 735885.1)

Symptoms

After installing Content Server, the Login page appears. However when the Login link is selected, the Windows "download page" appears and it prompts the user to download the idcplg file.
