Modules not Displayed or Irep File Creation Error in Applications (Apps) Adapter Wizard (Doc ID 736213.1)

The following issue occurs when JDeveloper is not running on a PC with a US locale (language and region) or the locale settings are explicitly set to a different locale than en_US. The JDeveloper Applications Adapter Wizard shows an empty list of modules in the "Oracle Applications Module Browser" when adding an Apps adapter partner link to a SOA project, for example from the BPEL designer. The Oracle Applications Module Browser is used to select a module, such as a PL/SQL procedure or concurrent program, but displays only the module headers, such as
Financials > Cash Management > CE_BANK_STATEMENT > CONCURRENT_PROGRAMS, PLSQL, OpenInterfaces etc. but not their contents. When expanding these sections in the browser, they are all empty.

Similarly, the following error can occur, when creating an Oracle Applications Adapter using Jdeveloper to connect E-Business Suite (EBS) R12:

Irep data file creation failed due to: null

and the EBS objects are not visible.
