Symptoms

Login Oracle Portal as "orcladmin",  "portal",  or any other user results in the following error being displayed in the browser:-

Internal error (WWC-00006)
Unexpected error encountered in wwsec_app_priv.process_signon (User-Defined Exception) (WWC-41417)
Unexpected error encountered in wwsec_api_private.sync_local_user_profile (User-Defined Exception)
(WWC-41417)
Unexpected error encountered in wwsec_api_private.add_local_user_profile (ORA-01400: cannot insert
NULL into ("PORTAL"."WWSEC_PERSON$"."ID")
ORA-06510: PL/SQL: unhandled user-defined exception

Changes

Staged a new test environment from another existing/working Oracle Portal instance.
Problem is reported in the newly staged Oracle Portal instance.
