How to Resolve the WebCenter Content Error "ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE" (Doc ID 737470.1)

Symptoms

This error occurs during database searching, it will display whenever the user attempts almost any operation in Content Server (Checking Out content, Updating content, and Deleting content from Site Studio and Content Server):

Content Server Request Failed
Unable to execute service UNDO_CHECKOUT and function Uuncheckout.
(System Error: Unable to execute query 'Uuncheckout(UPDATE/*+ INDEX (Revisions PK_Revisions)*/
Revisions SET dIsCheckedOut = 0, dCheckoutUser = null WHERE dID=1440)'. ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE)
