mod_plsql: HTTP-404 ORA-29273: HTTP Request Failed (Doc ID 739188.1)

While trying to make a utl.http request in PLSQL, the following error occurred:

ORA-28759: failure to open file

utl.http can be thought of as a web browser inside the database. The errors that occur use database terminology but essentially map to web browser errors. For example, a LISTENER error refers to the web server being contacted and not the database listener. When configuring outside components like the wallet, it is necessary that they are accessible by the database.
