This problem can occur on any platform.
Symptoms
Report Server is Configured for "Dynamic Environment Switching" as explained in <Note:231051.1> and different environment settings has different NLS_LANG values. Reports called with "envid=...." parameter during runtime. Some of the envid values report REP-3000 in trace files and the jobs hang in engine.
