B2B Will Not Start If Any Receiving Delivery Channel Is Incorrectly Configured

This problem can occur on any platform.

Symptoms

B2B server does not start if any one of the receiving delivery channels is missing parameter values, like username/password, or has incorrect parameter values. For example, in the case of missing username/password, you would find the following error in <ORACLE_HOME>/ip/log/b2b/b2b.log:
