Error "Too many open files: file permissions deny server" in error_log

Symptoms

On 10.1.2.0.2 when attempting to access static pages under document root specified in the httpd.conf file the following errors are seen  Apache/Apache/logs/error_log

On the browser the user encounter 403 are encountered by the users while access the paes
