OC4J Instance CA Fails When Installing OracleAS Infrastructure on MS Windows Cold Failover Cluster (Doc ID 741657.1)

Symptoms

OracleAS 10g (10.1.2.0.2) Infrastructure or Oracle Identity Management 10.1.4.0.1 is being installed onto the shared disk of a MS Windows 2003 Cold Failover Cluster.

The install fails during the configuration assistant stage. The OC4J Instance Configuration assistant throws the error,"No buffer space available (maximum connections reached)", similar to the error stack:

The problem is specific to installing OracleAS on the shared disk. An install on the local disk of the machine works fine.
