How to stop the Forms 'frmservlet' base url from working while still allowing users to access forms application configurations? 

For example:

Restrict access for the following URL:

http://host.domain:port/forms/frmservlet

But, allow access for a URL like:

http://host.domain:port/forms/frmservlet?config=myapp
