Individual "Admin Applets" Fail to Start. The Error is: "System Error: intradoc.server.Service.isLicensingDisabled" (Doc ID 742270.1)

Symptoms

Upon attempt to open an Admin Applet from the Administration web page, the applet does not open and instead the following exception is thrown:
