How to Manually Create Apex Jobs if Not Created Due to a Failed Installation (Doc ID 744320.1)

Goal

Apex creates jobs 4001 and 4002 for "wwv_flow_cache.purge_sessions" and "mail queue" during installation. However, if DBMS_JOBS was not accessible during installation, these jobs may not get created. This Note addresses how to manually create APEX jobs 4001 and 4002 if they are missing from the installation.
