"Unable to spawn the cleanup thread" Error when Oracle HTTP Server does not Respond (Doc ID 747184.1)

Linux x86 RedHat EL 4.0
OracleAS 10.1.3.1.0

Symptoms

After installing Oracle Application Server 10.1.3.1.0, the Oracle HTTP Server main page does not display and the following URL just hangs:

http://<hostName_domainName>:<OHS_PORT>

The error_log file ( under $ORACLE_HOME\Apache\Apache\logs directory) shows the below errors:

[/oraBIN01/app/oracle/product/10.1.3.1/OracleAS_1/opmn/lib:/oraBIN01/app/oracle/product/10.1.3.1/OracleAS_1/lib:/oraBIN01/app/oracle/product/10.1.3.1/OracleAS_1/opmn/lib:/oraBIN01/app/oracle/product/10.1.3.1/OracleAS_1/lib]\nNLS_LANG is [AMERICAN_AMERICA.WE8ISO8859P1]

 If mod_plsql module is disabled from httpd.conf file, then the HTTP Server works fine.
