WebCenter Distributed Capture Service Hangs and Fails to Start

Symptoms
Distributed Capture Service slips into Demo Mode and is unable to restart. The folllowing error messages appear in the Distributed Capture log file (pps[date].log):
"Server failed to connect to WIBU server 3 times and will now be switched to Demo Mode. It will
process another 250 images before halting."And/Or
"A license could not be found for the package processing service. Please check the license
settings in the control panel applet."
