IPM Services Become Unresponsive and IBPMServer.exe Process Memory Usage Is Unusually High

During usage, the IPM services become unresponsive and clients can no longer connect. The IBPMServer.exe process appears to be using an excessive amount of memory compared to normal usage when viewed by Task Manager, and the following error message may be reported in the logs:

Message ID 60257 timed out waiting for tool Announce.DLL to become ready, message abandoned
