Receiving "Exception in Collect Action" Errors in the IPM Process Broker Logs

When attempting to add a second Process Broker, the following error occurs:
Exception in Collect Action: --PRID=xxxxxxx
Further details regarding the error read either "End Package is no longer valid" or "The package is not locked to this user".
