Webgates Become Unresponsive Producing Error HTTP-500. Oblix_OBWebGate_AuthnAndAuthz Error Displayed on Apache Server Console and in WebGate oblog.log

Random outages of OAM-protected applications that have been upgraded to WebGate 10.1.4.2 are occurring.
HTTP-500 Internal Server error is displayed in the user's browser. The Apache server console and WebGate oblog.log show Oblix_OBWebGate_AuthnAndAuthz error message repeated, as shown in the example below.

/export/build40/Oblix/10142hf/palantir/webgate2/src/web_gate.cpp:53: Error: /oracle/product/oam/access/oblix/config/oblog_config_wg.xml - Unable to read log configuration file.
Restarting the Apache WebGate resolves the issue until next occurrence.
The problem only reproduces when Apache is using worker MPM on a multi-CPU server.
