ADF Security Fails when Used with Single Sign-On: Error "403 Forbidden" (Doc ID 751839.1)

Symptoms

An ADF application has been deployed without problems and has also been setup as a partner application in Oracle Single Sign-On, and this works fine.

However when ADF Security is also used, the authentication with SSO fails with 403 Forbidden errors.

The ADF Security has been setup to validate against OID as opposed to the filesystem.

Login can also fail with the error:
Oracle SSO Failure - Unable to process request
Either the requested URL was not specified in terms of a fully-qualified host name or OHS
single sign-on is incorrectly configured.
Please notify your administrator.
