Xslt Editor Fails To Open In JDeveloper when getInstanceID() is Configured (Doc ID 752629.1)

This problem can occur on any platform.

Symptoms

On 10.1.3.3.1 SOA with JDeveloper 10.1.3.3.0_NT_070619.1129.4157
After following the instructions in the Best Practices Guide to use getInstanceID(), you see that
it works in the runtime environment.  However, when you're in JDeveloper, the use of getInstanceID() throws an error which disables the Design tab. The Design tab and the Mapper Messages log tab both show errors.

In Design Tab:
Error: XSL Map generation failed. Please use the source editor to correct the problems and return
to the design editor.

Mapper Messages log Tab:
Root_Element_To_Root_Element.xsl
Line Number:(41):Invalid XPath expression (null)
