Database Searching Not Working for External Users After Installing the '10gR3CoreUpdate' Component (Doc ID 756490.1)

Symptoms

After installing build 154 of the CS10gR3CoreUpdate component, users that authenticate via Active Directory (ADSI) or LDAP are no longer able to search within the Content Server.  The following error was thrown for the external users:
