Folders Import Not Importing All Folders Into Target System (Doc ID 758157.1)

Symptoms

You have tried to use the Folders export/import functionality to copy the Folders hierarchy from a source system to a target system.  You have exported the Folders from the source system and saved the CollectionArchive.hda file.  You then import the Folders into the target system.  This generates no errors, but when you check the target system, it does not contain all the expected Folders.
