Symptoms
When Reports are ran to HTMLCSS or HTML format with NLS_LANG set to a "Right to Left" (RTL) language (such as ARABIC_EGYPT.... or HEBREW_ISRAEL...., etc), the output generated is "Left to Right" (LTR). When Reports are ran to PDF format, the output generated is RTL.
