Problem with ESB Connection - The cache was not booted from Designtime

This problem can occur on any platform.
Symptoms
You get the following error when you try to connect to ESB Console:
ERROR
"The cache was not booted from Designtime Examine the log and check for the
following signs of failure. Please correct them and restart. (A) Errors of
access to the database (b) Errors Bootstrap's ESB (c) Errors load class of OC4J
(d) Errors in the installation of the product (and) Export the parameters of
the ESB and make sure the settings are correct port and host. Contact Technical
Support Oracle, if you can not solve the problem. "
