FTP Inbound Adapter Stops Polling Files with "ORABPEL-11042 File Deletion Failed" (Doc ID 759912.1)

Symptoms

The FTP adapter stops processing files. The "ORABPEL-11042 File deletion failed" error message is seen in the ESB Runtime log file at $ORACLE_HOME/j2ee/<ESB Runtime Container name, e.g. oc4j_soa>/log/*_*_group_*/oc4j/log.xml:
