All Users Except orcladmin Unable To Navigate Tabs in OIDDAS: "Error Encountered While Connecting To Directory Server"

Symptoms
Scenario:
Two OID systems with same data and realm. Pre-Production OID works fine, however Production OID does not.
In non-working Production OID, all users except orcladmin (or seeded OID users) are unable to navigate in oiddas, and receive error:
An OID debugged log (e.g., with orcldebugflag set to 1 as per <Note 397821.1>) shows error:

Already tried all notes referencing this error, including all items/notes referenced in <Note 412575.1>, to no avail.
