Content Services Cannot Unzip Zip File, Because It Is Not A Valid Archive File (Doc ID 762383.1)

Symptoms

Occasionally, when attempting to unzip specific zip files from the Content Services Web UI, the following error occurs :

You cannot unzip "file.zip" because it is not a valid archive file.

$ORACLE_HOME/j2ee/OC4J_Content/application-deployments/content/OC4J_Content_default_island_1/application.log file contains following error:

ErrorCode = ORACLE.FDK.OperationError; DetailedErrorCode = ORACLE.FDK.FileFormatInvalid; ItemID =580960; Cause = IFS-90264: Zip file contains unsupported character ecnoding

Steps To Reproduce:

The issue can be reproduced at will with the following steps:

  1. Upload a zip file into Content Services
  2. Right click on the zip file, and select 'Unzip'
  3. For some zip files, the error will be raised
