This problem can occur on any platform.

Symptoms

In an Application Server 10.1.3.x environment, if you redeploy a J2EE application and this application is in
Stopped status, the application will be automatically started up, i.e. its status will not be preserved.

Steps To Reproduce

opmnctl stopproc application=<your application>
java -jar admin_client.jar deployer:oc4j:opmn://<host>:<request port>/<as instance>/<oc4j instance> oc4jadmin <oc4jadmin password> -redeploy -file <path to the ear file> -deploymentName <app name>
opmnctl status ias-component=<oc4j instance> -app
