Goal

ALL TUXEDO VERSIONS

ISSUE:
The BBL message #1233 is logged when the shutdown is not successful because clients or servers are still attached. 
For example, if a server is looping when a shutdown is attempted this error may be logged (and the -w option tmshutdown is not used).
