RP/TUX 6.4 - Notification of network failure to the BRIDGE is slow.

Platform and OS version: A cluster (Digital UNIX 4.0) with 2 nodes (and TrueCluster).
This request is related to the new 6.4 feature consisting in multiple network addresses for the BRIDGE process.
We tested this feature and it worked as it is documented. The problem is that the notification of a network failure to
the BRIDGE does not take place until 9 minutes after the failure (measured in a DEC UNIX platform). After this
notification, the BRIDGE initiates the fail over and starts flowing data by the alternative circuit.

The visible result is that it takes 10-11 minutes to recover from the failure. In the meantime the application is not
responding at all. This behaviour affects the system availability in the case of network failures.
