TUX.7.1+: Missing Tuxedo registry file is causing /WS client tpinit failure. (Doc ID 766468.1)

Goal

When using an installed Tuxedo 7.1 /WS client, tpinit is failing with the following errors:

GP_CAT:1356: ERROR: pifreg: can not open registry database
GP_CAT:1356: ERROR: pifreg: can not open registry database
LIBWSC_CAT:2011: WARN: Unable to invoke audit postop on security failure
