Goal

DESCRIPTION:

TMQFORWARD does not allow blocking dequeues.
A.B. Watley is building a real-time trading system and performance and 
reliability are extremely important.  The TMQFORWARD documentation claims that you can set
the idle time to 0 to make sure that TMQFORWARD does not go to sleep.  However, if you do this,
TMQFORWARD automatically sets the idle time to 1 second. This 1 second is way too long 
and they need to be able to adjust this to milliseconds.
