Goal

Tuxedo accept MINENCRYPTBITS and MAXENCRYPTBITS parameters for LDOM, but they are actually ignored. 
Customer would like to have a warning from Tuxedo when MIN/MAXENCRYPTBITS is specified on a LDOM.  
Also would help to have documentation improved to describe the behavior of the encryption negotiation.
