Goal

Using ENVFILE feature in UBBconfig on OpenVMS produces odd logical names.  It looks like duplicate names are created in
the process space, some with portions of what the user intended to define.
Creating simple logical names works fine. It is the more complex, comma-separated definitions that are problematic.
