Goal

If a server group is booted so that initially all its servers are active, and then one or more servers within this
group become inactive, a tpcall() to TMIB is issued with an operation of SET and state of ACTive.  However, this call
does not activate the inactive servers.  It only works if all the servers within the group are inactive.
