JRELAY could not be started on Sequent (Doc ID 767559.1)

Goal

The following problem is only on SEQUENT machine :

Tuxedo core installation was successful. 
JOLT/RELAY installation was successful.
JOLT Server sanity (simpjapp with JSL) passed.

Next step here would be doing the same using the Jolt Relay(jrly).
When tried to start "jrly" with a configuration file
(i.e the option is -f `pwd`/jrly.config),
it fails to start with the following message on the screen:
   Could not open configuration file /PATH/xxint/japp/jrly.config

It appears to be the "jrly" process is trying to open the configuration file with "rt" as type-options of the 
corresponding "fopen" call(in rlycfg.c) which fails on Sequent.
