Goal

A HA (High Availability) solution is desired.  When the RM goes down, some customers would quickly like to shutdown all
the Tuxedo Servers and resume a hot standby to another instance of the database.
When they need to issue a tmshutdown -k KILL, the TMS processes are re-started automatically.  Here, the TMS does not
issue a xa_recover().
