RP/TUX 6.4, 7.1, 8.0 - On HP platforms, dumpmem creates 0 byte files and corrupt file names >=24 bytes long

Files generated by dumpmem command in tmadmin have file size equal to 0 when the application is started. The usage of dumpmem on other boxes than HP (with the same application, in this case simpapp) generated a non empty file. There is a second problem on filename length. If it equals 24, the filename is corrupted add IPCS KEY :<value of IPCKEY>, if it is greater than 24, file isn't created.
