Userlog function does not properly open the ULOG for shared access on OpenVMS. It seems special VMS-RMS directives are required to allow the file to be opened for shared, append access. It appears that a customer had a lot of logging going on in several different processes. Occasionally, they would get contention which would cause errors. "Properly" opening the file also allows VMS utilities (type/tail) to work with the file more easily. Other changes that were incorporated in the original version of ulog.c on VMS were included in the updated code.
