RP/TUX 6.5, TUX 6.51 - userlog function does not open ULOG shared access on OpenVMS (Doc ID 768928.1)

Goal

Userlog function does not properly open the ULOG for shared access on OpenVMS.  It seems special VMS-RMS directives are
required to allow the file to be opened for shared, append access.  It appears that a customer had a lot of logging
going on in several different processes.  Occasionally, they would get contention which would cause errors.

"Properly" opening the file also allows VMS utilities (type/tail) to work with the file more easily.

Other changes that were incorporated in the original version of ulog.c on VMS were included in the updated code.
