RP/TUX 8.0 - UTF-16 not encoded correctly.

The wide character encoding UTF-16 (id 0x00010109) requires a manadatory byte-order marker. Tux is slecting this as its
native wchar codeset but does not understand the byte order marker and so strings are decoded incorrectly.
