Configuration is Tuxedo 6.5 patch 295 on OpenVMS 7.1 with domains on 2 machines. Main machine has one domain that
connects to 20 remote domains.  Using scripts to start & stop all 20 in batches, both sides connect fine
initially. The modified simpapp servers return a string to the client saying which one serviced the request. Running a
simpcl client on the machine with 1 domain, user can see traffic returning from servers in round robin fashion. 
Stopping remote domains individually while continuting to run the client, shows the stopped servers no longer in the
traffic mix. When those domains are restarted, sometimes they re-appear in the mix, sometimes they do not; most times
the traffic distribution gets into a very odd state, using a small mix of the remote domains or
getting stuck on one.
