Goal

If an idl file ends in a preprocessor directive #endif and there is no new line at the end of this #endif, but EOF, the
idl compiler throws the following error: 
LIBORBCMD_CAT:107: FATAL: Unexpected end of file before finish of pp directive.
LIBORB_CAT:2: ERROR: Operation failed.
