Goal

When calling the pams_put_msg API with delivery mode = PDEL_MODE_WF_DEQ and uma = PDEL_UMA_DISC, the put times out, and
  a PAMS_DISC_SUCCESS is returned in the PSB structure.  However, the message is still present in the target queue.
