RP/TUX 8.0 - Repeated tuxgetenv calls slow down performance (Doc ID 770141.1)

In tcm.c, for every tuxedo call, tuxgetenv("ALLOW_INTOP") is called. This code was added in one of the later
loads of 8.0, and it slowed down the code path by around 10%.

See line 3338 in tcm.c. There are a couple of things wrong with the code. There are some indented statements below the
'if', but they are not within the 'if' block. Perhaps they were intended to be part of the if.

Tuxgetenv should not be called every time. A process global should be set once, and then tested in the if.
