Goal

A problem with endian conversion was introduced with RP23 (UNIX,NT) and RP8 (VMS).
Messages forwarded from MessageQ Client V5.0 to MessageQ Server V4.0A have characters prepended to the message if the
message is first stored in the Store and Forward (SAF) file.
