When testing domains code with the newly merged VMS code base, it was observed that when an attempt was made for
GWTDOMAIN to connect to another process that was not there, it would print errors in the userlog.  This would occur
each time the connection was reattempted.  Examination of the code reveals that the VPS layer did not correctly
process the ECONNREFUSED return from an asynchronous TCP/IP connect request.

The errors that were received from GWTDOMAIN are:!gwtdomain.exe;1.72303: LIBGWT_CAT:1561: ERROR: Network send error, drop message!!gwtdomain.exe;1.72303: LIBGWT_CAT:1350: ERROR: Error occurred during security negotiation -
closing connection
